Technically, to be a Delegate at the Department Encampment, a Brother must obtain a
Credentials Card from his Camp Commander or Secretary. This allows him to represent his
Camp as a voting member of the Encampment body. Each Camp is entitled to a certain number
of Delegates, depending upon its membership, as reported on the Camp report preceding the
Encampment - in this case, the annual report due April 30, 2006. Each Camp is permitted one
Delegate, plus one additional Delegate for each ten Camp members or major fraction thereof.
All Past Commanders-in-Chief, Past Department Commanders, Past Camp Commanders,
in good standing, and current Camp Commanders from the Department of New York also each
receive one vote as a Delegate - above the numbers allotted by the count of membership.
Department Officers, both elected and appointed, also each receive one vote as a Delegate -
above the numbers allotted to each Camp.

Whether a Delegate or not, all members of our New York Department are both entitled and
encouraged to attend the Department Encampment to participate in the business sessions, enjoy
the fellowship of our meetings, banquet and campfire program, and participate in our memorial
service on Sunday. SUVCW Brothers from outside the Department of New York are also more
than welcome to attend, as non-voting guests of the Encampment.
