1. It is with great sadness and profound regret that I announce the passing of Past Commander-in-Chief Joseph S. Rippey who answered his last roll call on July 28, 2002.

2. PC-in-C Rippey was the senior Past Commander-in-Chief and the last man to serve 2 terms as Commander-in-Chief, 1963-1964 and 1964-1965. He was a member of the Department of New York.

3. I hereby charge all Department Commanders to drape Department Charters in his honor and to require that all camps do likewise for a period of 30 days from this date.
