Brothers,

  1. I have the great pleasure this day to establish the Department of North Carolina. On the 19th day of April in the year of our Lord 2008 they are hereby established and they shall have rank from that day forward.

  2. The Officers were lawfully elected and installed and shall enter upon any such business as may legally and lawfully come before it.
