- It is with great honor that I write this General Order in recognition of the faithful and dedicated service of Past Commander-In-Chief, Richard Partington. PCNC Partington is celebrating his 75th anniversary as a member of the Sons of Union Veterans of the Civil War, beginning his membership in 1934.
- In 1939, he attended his first National Encampment in Pittsburg, PA. He has attended the National Encampments of the Grand Army of the Republic and has since written a book on his recollections of the GAR.
- PCNC Partington served as Commander of the Department of Pennsylvania from 1962 to 1963 and was elected Commander-in-Chief in 1987.
- On behalf of the Sons of Union Veterans of the Civil War, I thank PCNC Partington for his many contributions to the Order and his good counsel to many of our members.
